Who can exchange a foreign driving licence in Turkey
As of October 2026, foreigners may drive in Turkey on a foreign licence for six months from the date of entry, after which a Turkish licence is needed. Rules change, so we check the current position for you.
- A licence from a listed country. Exchange is open to licences from countries that are party to the Convention on Road Traffic or have an agreement with Turkey. As of October 2026, the official list includes the UK, Germany, the Netherlands, Belgium, Sweden, Norway, Denmark and Finland, but not the United States, Ireland, Canada or Australia.
- A full licence. Temporary licences cannot be exchanged.
- Usually, a residence permit. In practice, foreigners show their residence permit card as their ID, so the exchange is effectively for people who live in Turkey.
Documents the population directorate asks for
The exchange is done by appointment at a population directorate (nüfus müdürlüğü), which checks your criminal record electronically. As of October 2026, it also asks for:
- the original licence and a colour copy
- a Turkish translation of the licence, certified by a notary or a consulate
- an identity document
- a driver's health report
- one biometric photo
- proof of your blood group, or a written declaration of it
- an education document; one issued abroad needs a notarised Turkish translation
- payment of the licence card fee, the state fee (harç) and the foundation contribution
How we prepare your exchange
- Send photos of both sides of your licence and of your residence permit card on WhatsApp or by e-mail.
- We check that the licence can be exchanged and send a written quote with a checklist for your case.
- Our sworn translator translates the licence and the translation is notarised here in Antalya, so no consular appointment is needed. A foreign education document can go through our document translation service at the same time.
- We help you book the appointment through randevu.nvi.gov.tr or the Alo 199 line and check every document against the directorate's list.
- On the day, we go with you to the directorate in Antalya and help you communicate with the staff.
Prices, fees and timing
The full exchange service, from the checklist to the appointment, starts from ₺5,000, VAT included, and your quote lists what it covers. A translation of the licence alone starts from ₺900 per licence, VAT included.
Paid separately: the notary's fee, the health report, and the licence card fee, state fee and foundation contribution. These go to the notary, the health provider and the state, and are not part of our prices.
The deadline is confirmed in your quote, and urgent requests are possible. If your six months are nearly over, mention your entry date in your first message.
Details that prevent a wasted appointment
- Count from your entry date. The six months run from the day you entered Turkey, not from the date on your residence permit.
- Remember the education document. A foreign school-leaving certificate or diploma needs its own notarised translation, so send it with the licence.
- Both sides of the card are translated, including the categories and codes on the back that show which vehicles you may drive.
- One spelling of your name. The translation follows your passport and residence permit, so your details match across the file.
Frequently asked questions
How long can I drive in Turkey on my UK licence?
As of October 2026, foreigners may drive on a foreign licence for six months from the date they entered Turkey. After that, you need a Turkish licence, and because the UK is on the official exchange list, you can apply to exchange yours.
My licence is from the United States. Can I exchange it?
As of October 2026, the United States is not on the official exchange list, so a US licence cannot simply be exchanged. In practice, this usually means taking a driving course and the exams here. We check the current list first.
Can you make sure my exchange is approved?
No one can promise that, because the decision belongs to the population directorate. What we can do is check that your licence is on the list and that every document matches what the directorate asks for.
Do I need a residence permit first?
In practice, yes, because foreigners usually present their residence permit card as their ID. If you are still applying, our residence permit support can run alongside, so the licence file is ready when your card arrives.
